Job Purpose:
- The role of the Deputy ADO is to manage and assist in delivery of all performance related targets including Urgent Care, Cancer, RTT, and diagnostics.
- In addition, the role will support the ADO WHP’s and other colleagues in identifying and realising business development opportunities.
- To ensure that management is carried out effectively within the division, in line with Trust values, and that performance standards are consistently and sustainably delivered. To liaise with external stakeholders and partners as required.
- The role will deputise for the ADO WH&Ps as required.
Duties
- Be responsible for the performance of all services, as agreed, within the WHP’s division.
- Work closely with internal teams to devise systems proactively to manage service demands and ensure that these are fully implemented.
- Initiate and support the regular review of the contracted services where required as well as support service managers to ensure new developments are appropriately resourced through the business planning process.
- Monitor activity in relation to agreed plans, on behalf of the Divisional leadership team, and work with the clinical and operational teams to ensure the standardisation of variation in practice.
- Assist the leadership teams in managing pathways that ensure delivery of all services in WH&P’s
- Monitor activity in relation to delivery of national access targets and implement immediate corrective action in relation to any significant underperformance / over- performance.
- Respond, in a timely fashion, to frequent and unpredictable day-to-day operational issues as required. Liaise directly with patients and staff to resolve urgent concerns, including resolving stressful or distressing situations.
- To lead the preparation of annual cost improvement programmes, as requested by the Divisional Leadership team, across the WH&P’s Division and be responsible and accountable for the delivery of savings and to support processes which improve financial information and budgetary control.
- To operate within the Trust’s standing orders, standing financial instructions and schemes of delegation.
- To agree activity levels and produce capacity plans for the services which achieve delivery of key targets.
- To monitor the performance of the elective services against agreed objectives including the analysis of complex data and be responsible for taking corrective action when performance is not in accordance with performance plans.
- To advise on, and where appropriate to ensure implementation of, new practice/developments within the services which may have an impact on the effective and efficient delivery of activity targets.
- Deputise for the ADO for WH&P’s or other membership of the Divisional Leadership team as required in all areas related to WH&P’s activity.
- To manage appropriately, as requested by the Divisional Leadership team, any aspects of the divisional workplan through effective communication, training, objective setting and performance appraisal so that a competent and effective management and professional team is in place.
- Combine the best management practices and education and training initiatives to deliver the highest standard of care and to empower the team to manage and develop sound clinical practice, within an open and learning culture that identifies and addresses poor performance.
- Responsible to develop robust partnerships both within the Trust and external bodies including the Surrey Heartlands and external suppliers.
- Support and embed strategies to enable delivery of best practice utilisation of resource across the WH&P’s services with respect to utilisation engaging with all other relevant health care professionals across the Trust.
- To support the division with input to the annual Divisional Business Plan to ensure that the highest quality of care is provided in line with the Trust’s overall objectives and within available resources.
- Assist the WH&P’s leadership team in identifying the strategic priorities for the Division to align its plans with the Trust’s strategic objectives.
- Ensure adherence to all Trust policies and procedures and contribute to their formulation as appropriate.
- As requested by the Divisional team, support the clinical and operational teams to delivery all the constitutional standards across Urgent Care, Cancer, Diagnostics and RTT, as well as liaise and support the interactions with the clinical networks integral to the WHP division
- Work with the Divisional Management Team in business planning and the future planning of the service to ensure that it delivers all appropriate targets and internal measures required to deliver excellent performance in a constantly changing environment.
Qualifications, Skills and Experience
- Educated to Masters’ degree level or equivalent experience.
- Formal management qualification, which has been tested in a management post
- Significant previous senior managerial experience in a large and complex organisation preferably within the NHS.
- Significant experience of service redesign and development
- Significant experience of effective management of budget
- Significant experience of working cross-organisationally to achieve improvements in care.
- Evidence of being able to provide strong leadership to multi-professional teams.
- Extensive recent experience in an Acute NHS environment at senior management level
- Experience of managing performance in an acute Trust
- Evidence of being able to provide strong leadership
- Able to build rapport and credibility with senior clinical and managerial teams
- Evidence of effective team building
- Evidence of having managed large pay and non-pay budgets
- Experience in general/operational management including managing staff performance and managing change at a senior management level
- Experience of active performance management
- Experience of implementing change management projects to develop or improve services
