£25.50-£28.50 per hour paye

£28.50-£32.00 per hour paye inclusive of holiday pay

£32.50-£36.50 per hour umbrella

All rates are dependant on skill and experience

Working Days and Hours: Monday to Friday, 9am-5.00pm

Remote working option: 3 days minimum on site 

 

Job Summary 

The post holder will take the strategic lead in the effective development and management of our client’s Information Governance Framework. The post holder will be responsible for developing and implementing the Information Governance Strategy with responsibility and accountability for the development, implementation, delivery and assurance of the Data Security and Protection Toolkit. The post brings together highly specialist knowledge and skills covering UK GDPR, Data Protection Act, Freedom of Information Act, Environmental Information Regulations and other associated standards and legislation.

 

The post holder will be responsible for ensuring that the Trust has appropriate policies and procedures in place to meet its statutory duties and legal obligations and will drive the annual Information Governance work programme, incorporating: Information Governance Management; Confidentiality and Data Protection; Information Security; Clinical Information; Secondary Use; Corporate Information;  Information Quality; and Records Management.

 

The post holder will support the Caldicott Guardian and the Senior Information Risk Officer (SIRO) (as appropriate) and provide professional support and advice to all staff on matters relating to information governance. As Data Protection Officer the post holder will represent the Trust in liaising with the ICO and other statutory bodies as required on all matters relating to privacy, information governance and data protection.

 

Duties

  • Provide specialised knowledge, and expert advice to Trust directors, management, staff and patients, in a consistent way across all aspects of Information Governance. 
  • Ensure that highly complex and contentious, statutory and regulatory requirements are implemented across the Trust and understood by all staff members.
  • Direct the collation of evidence and quality assure all evidence for compliance against the Data Security and Protection Toolkit requirements. 
  • Be responsible for the management and submission of the Trust’s assessment against the national Information Governance Toolkit requirements.
  • Provide Information Security subject expert function for the Trust, by monitoring, reviewing and improving the levels of Information Security compliance in partnership with the IT Directorate.
  • Attend the Trust’s Information Governance Steering Group and all Information Governance related sub-groups.
  • To ensure new processes, databases, and systems meet confidentiality and information security standards by supporting services with the completion of DPIAs and any associated Data sharing Agreements or Data Processing Agreements with third party organisations.
  • To ensure access to clinical & corporate systems are streamlined, authorised and approved.
  • To deliver the requirements of UK GDPR, Data Protection Act 2018, Freedom of Information Act, NHS Confidentiality Code of Practice and NHS Care Record Guarantee and other relevant standards, guidance and legislation 
  • To ensure the Confidentiality, Integrity and Availability of the Trust’s Information Assets and maintain an information asset register and a Register of Processing Activities.
  • Act as Trust lead for external stakeholder management on information governance related matters, including Information Commissioners Office, NHS England and Integrated Care Board.
  • Investigate and report on all issues concerning breaches of Confidentiality and Information Security and produce formal reports with recommendations/findings and assurances that recommendations are implemented.
  • Produce Information Governance Board and Board Committee Reports outlining the Trust’s position with regards to the Information Governance agenda and escalating risks and concerns.
  • Develop, maintain and implement Information Governance training and publicity materials and direct the implementation of same throughout the Trust, including staff induction and IT training sessions.
  • Manage, assess and escalate as required, Information Governance risks in line with Trust objectives.
  • To be responsible for the recruitment and management of all staff, to support delivery of the IG programme. 
  • Develop and implement qualitative and quantitative measures to determine performance against the Information Governance strategy. Report progress against the strategy through written reports to appropriate groups and committees.
  • Ensure that best practice is developed and delivered at organisational and departmental levels. Challenge ways of working and persuade, motivate and influence other senior managers to realign their practice where necessary to meet best practice in information governance.

 

Qualifications, Skills and Experience 

  • Educated to degree level or equivalent in relevant area.
  • Recognised information Governance or related qualification, eg ISEB.
  • Post-graduate qualification in  a relevant area or equivalent
  • Evidence of continuing professional development. 
  • Minimum 3 years expert and specialist knowledge of the Information Governance agenda in the NHS
  • Experience of practical implementation of the Data Protection Act at a senior level.
  • Specialist knowledge of Data Protection and Freedom of Information and other relevant legislation.
  • Sound knowledge of standards, guidelines and NHS Codes of Practice to support compliance with Confidentiality and Caldicott.
  • Sound knowledge of operational records management issues.
  • Good understanding of the Connecting for Health agenda, specifically around the Electronic Care Record.
  • Ability to translate strategic concepts into measurable indicators.
  • Ability to develop, implement and deliver training to a wide range of staff.
  • Ability to demonstrate leadership skills.
  • Ability to influence, negotiate and persuade.
  • Excellent verbal and presentation skills.
  • Excellent written communication skills.
  • Ability to prioritise work to tight timescales.
  • Ability in writing policy and guidance 
  • Experience at senior level of working with the Information Governance agenda in the NHS, Social Care or other large organization.
  • Good knowledge and experience of the IG toolkit, standards and guidance.
  • Experience of managing and developing staff.
  • Project management experience.
  • Experience in the development and delivery of training materials.
  • Good understanding of the business and role of the NHS, its culture and current initiatives in IM&T.
