£36.50-£42.20 paye inclusive per hour
Depending on skill and experience
Working Days and Hours: Monday to Friday, 9am-5pm
Job Purpose
To provide leadership and strategic planning across the Trust in the provision of accurate, timely, and high-quality information, supporting the information requirements of the corporate, hospital, and clinical functions.
The post holder will play a key role in delivering and embedding a data driven culture within the organisation, providing support to services and delivering innovative solutions.
The post holder will provide across the Trust with a wide range of specialist Information knowledge and experience; interpretation of national guidance for both Acute and Community based services, analysis and modelling, reporting, data warehouse and business intelligence.
To lead programmes of improvement across a wide range of subject areas through the use of advanced analytics and business information analysis. Support senior and executive management in analysis and delivery of key strategic programmes. Provide expertise in emerging technologies and methodologies, supporting the continuous development of analytical resource within the Trust.
The post holder must effectively communicate highly complex analytical and statistical results to a range of internal and external staff, guiding them through recommendations and actions, conveying statistical concepts clearly, and delivering complex statistical presentations to large groups. This will include the provision of written reports and presentations, using innovative and forward-thinking techniques to present both narrative and data.
The post holder will lead the development necessary to support the Trust objectives, support clinical research, improvements in patient flow and care. The post holder will ensure Informatics teams are able to deliver regulatory returns, Head of Business Intelligence and ensure structures and services are able to react to new requirements in a timely manner.
Responsible for the formulation of long-term plans and strategic direction of Data Services for the Trust. The post holder will lead on the planning and development of the necessary architecture, tools, and resource to handle high variety, volume, and velocity data sets. The post holder will provide advice and support for emerging technologies, new system evaluation, and support IT system procurements. The post holder will act as a project manager; ensuring projects are delivered on time and meet expectation. The post holder will ensure effective communication of conclusions and recommendations across the organisations leadership structure.
Key Duties and Responsibilities
- To lead across the Trust on analysis and delivery of national performance and outcomes and to assist Hospitals and corporate functions in the interpretation of available data, provide a judgement on actual performance and the ability to deliver operational plans.
- To work closely with the corporate, operational and clinical teams to provide analytical support to determine future pressures against key deliverables, particularly in relation to the national priorities and locally commissioned targets.
- To lead and develop analytical frameworks to support activity, demand, and capacity planning for each clinical service, identifying areas of service pressure, undertaking gap analysis, and support the production of option appraisals.
- To lead on the identification and progression of areas appropriate for submission to regional and national funds. Lead on the interpretation and implementation of national guidance and polices.
- Lead the building of partnerships and collaborations with appropriate networks, academia, and health care organisations. Represent the department internally and externally in a wide range of forums.
- To be responsible for the provision of corporate reporting both internal and external, ensuring high quality information is supplied within the mandated deadlines and is fit for purpose.
- To routinely audit and validate quality of the information produced, highlighting and resolving in conjunction with Data Quality where applicable.
- Develop and maintain Trust wide policies and procedures around data & information and monitor compliance and communicate these to Trust staff.
- To liaise with senior colleagues within the organisation to ensure the development of all reporting is in line with local and national requirements.
- Line management responsibility for the Business Intelligence department. Management of own staff performance and disciplinary issues. Support team managers with management of personnel, recruitment, performance and disciplinary issues.
- Responsibility for the development and maintenance of the Trust’s Data ies
- Management and response to complaints directed at service and against department staff.
- Identification, recording, and management of risks as specified within Trust risk management guidance and policy.
- Budget management of the Information Services department and capital programmes as required.
- To ensure all DSCN / ISB’s are incorporated into the information reporting and the implications of changes are understood and effectively communicated throughout the department and Trust.
- To work collaboratively with hospital, corporate & STP management teams on supporting their local requirements and meeting the business needs of the organisation.
- Ensure all ad hoc reporting is provided from the department within the agreed standards.
- To provide regular information reports and analysis to senior management, executives, and Board members as appropriate on key clinical and performance indicators and data quality standards.
Qualifications, Skills and Experience
- Masters Level degree or equivalent level of experience with informatics
- Substantial senior experience of leading and managing highly skilled information function. Financial management of budgets A practical understanding of the information and commissioning requirements of an acute trust
- Ability to provide and receive highly complex, highly sensitive or highly contentious information, where developed persuasive, motivational, negotiation, training, empathic or reassurance skills are required. Ability to present complex, sensitive or contentious information to a large group of various levels of understanding. Ability to make judgements on multi-stranded or complex Informatics problems, which may have no precedent or where there are conflicting opinions
