Working Days and Hours: 37.5 hours per week Monday to Friday 9am to 5pm

To provide support for the Deputy Head and Head of Procurement to interface with stakeholders and deliver services as agreed to all Trusts within the client’s Procurement Collaborative Portfolio.  To develop and implement methodologies to facilitate and monitor contracts.   Effectively manage the internal operations and resources to enable the delivery of the saving targets and work-plans. To build professional relationships, implement change and support. Enable Procurement to continuously improve the service delivered to stakeholders, enhance expertise and build capability and potential.

 

Duties 

  • Ensure full compliance with all National and E.U legislation relating to procurement, NHS Procurement policies, Trust Standing Orders, Standing Financial Instructions and departmental policies and procedures 
  • Advise and provide guidance at a senior management level to ensure compliance on all aspects of procurement.
  • Identify, analyse and seek to maximise full benefit of any potential cost improvements as a result of any Trust procurement activity, national or regional contracting arrangements through membership of various collaborative procurement initiatives and ensure that any specific requirements of the Trust are taken into account.
  • Manage the introduction of alternative products and sources of supply to achieve high levels of rationalisation and/or standardisation and be a key influencer and participate in user consultation groups.
  • Develop and maintain a sound knowledge of all relevant commodities and supply markets through conducting market research and analysis whilst identifying savings opportunities and efficiencies by the sound analysis of procurement data.
  • Take responsibility for leading the tender process and compliantly preparing all associated documentation.
  • Participate in analysing and evaluating received tender bids, applying a degree of analytical skill whilst taking into account assimilation of other determining factors in the decision making process.
  • Present options to allow recommendations to be made, based on agreement with stakeholders for consideration in a  clear and concise format and  prepare all necessary reports required for approval purposes, in order to conclude the  subsequent awarding of contracts 
  • Maintain full and accurate records and filing systems of all Procurement work undertaken to ensure full transparency of the process and required probity.
  • Ensure assigned medical projects are professionally managed against the team resource and required timelines. 
  • Assist in the analysis of performance audits of the department against Departmental Policies and Procedures.

Strategic

  • Assist with identifying divisional Mental Health procurement projects for the client’s Procurement Collaborative / Trusts to build the annual procurement work plan, by developing close working relationships with the relevant internal Heads of Service, Divisional Directors and Senior Management Teams.
  • Assist with the development and implementation of the 5 year Procurement and Logistics strategy to drive continuous improvements within the department, to deliver year on year savings whilst providing a customer focused service delivering long-term efficiencies
  • Conduct face-to-face contract negotiations, utilising well-prepared analysis of all relevant factors, adopting appropriate strategic negotiation methodology to overcome barriers to acceptance and achieve the desired / best possible outcome.
  • Assist in identifying key risk areas and ensure that these are managed, reported and controlled.
  • Actively participate in collaborative initiatives at either a local, regional or national level.

 

Project Management

  • Lead on a portfolio of Mental Health medical and surgical projects.
  • Approach projects and tasks with commercial astuteness, deploying creativity and innovation supported by clearly defined strategies, aligning to the Department and Trust’s objectives and targets
  • Confidently challenge the status quo in a constructive non-confrontational manner and have the ability to influence others to adopt alternative viewpoints and solutions in order to stimulate and embrace change.
  • Deliver assigned projects and tasks against a clearly defined timeline with agreed outcomes and deliverables, whilst balancing conflicting work priorities.
  • Design structured project plans, which will include a named project team, timeline, defined procurement process, communication strategy and agreed outcomes
  • Maintain close working relationships with internal stakeholder’s leaders to ensure sufficient in-depth understanding of their project roles and responsibilities.
  • Assist in the development of appropriate commercial and best practice benchmarks to compare price, quality, and organisational efficiency, through ongoing audit of internal practices and research of external standards and practices in other NHS organisations.

 

Essential

  • Experience of working in a Procurement team.
  • Strong Medical/Clinical procurement experience 
  • Experience of Procurement and Contract Management 
  • Experience of Microsoft Office or equivalent. 
  • Experience of negotiating complex contracts.
  • Sound knowledge of contract management
  • Knowledge of best practice in Procurement & supply
  • Experience of working within the NHS and an understanding of current issues.

 

Desirable

  • Experience in Public Sector or NHS procurement 
  • Experience in using e-commerce platforms
  • At least 2 years’ experience of managing staff
  • Sound knowledge of contract Law
  • Knowledge of OJEU procurement process 
  • Experience in procurement related management experience with demonstrable achievements.
